LDA Board Approves Land Acquisition and Compensation Plan for Prabandh Nagar (IIM Road)

What the board decided

At a review meeting chaired by Awanish Kumar Awasthi, Advisor to the Uttar Pradesh Chief Minister, LDA Vice Chairman Indramani Tripathi presented development plans for four schemes: Wellness City and IT City on Sultanpur Road, an Educational City on Mohan Road, and Prabandh Nagar Yojana on IIM Road. The LDA board passed a proposal covering land acquisition and the fixing of compensation rates for these schemes, with land to be assembled through farmer agreements, formal acquisition, and land pooling.

For Prabandh Nagar specifically, Awasthi suggested that — given the site's strong road connectivity — the scheme should include a logistics park to help attract investment and generate jobs. This was raised as a suggestion at the meeting rather than a separately notified project.

Prabandh Nagar Yojana: location and scale

The Prabandh Nagar Yojana is a major urban development project initiated by the Lucknow Development Authority (LDA) along IIM Road in Lucknow, a strategic location approximately 15 km from the city center, making it easily accessible from key areas such as Hazratganj, Kaiserbagh, and Gomti Nagar.

Under LDA's wider Master Plan 2031, Prabandh Nagar will be developed on approximately 2,077 acres along IIM Road with an estimated cost of Rs 4,500 crore. It is one of four new townships the plan envisages; to accommodate future population growth, four major townships are proposed across approximately 7,181 acres, including Wellness City, IT City, Prabandh Nagar, and Educational City.

How the land is meant to be assembled

The July 2024 board decision approved a mixed-mode land-assembly approach — farmer agreements, acquisition, and land pooling — rather than a single method. This reflects the scheme's long and difficult acquisition history. Prabandh Nagar has been in the works for well over a decade; earlier reporting on the project described a plan of 2500 acres, including 1500 acres of residential area and 1000 acres of a gigantic theme park, and noted that the project is stuck in land acquisition for the past 10 years because farmers are not ready to give away their land, demanding four times the compensation being offered by LDA.

LDA had earlier tried to resolve the standoff: in September 2019, the LDA agreed to provide compensation to farmers up to double the circle rate, which would be adjusted by increasing the value of the plots, but the farmers rejected the offer and were not ready to give the land. Villages named in that phase of the dispute include Allu Nagar Digaria, Ghela and Kakauli. More recent planning material lists the village list for Prabandh Nagar as still under process, indicating the exact acquisition footprint had not been finally settled even after the 2024 board approval.

Part of a wider four-township package

The Prabandh Nagar decision was not taken in isolation. It formed part of a broader push covering three other schemes on the same board agenda: Wellness City and IT City on Sultanpur Road, and an Educational City (Anant Nagar) on Mohan Road. Separately reported LDA material states that the project is part of LDA's larger push to build four brand-new townships in Lucknow — alongside IT City, Anant Nagar (Education City), and Prabandhnagar — all approved by LDA Chairperson and Divisional Commissioner Roshan Jacob.

Setback after the approval: environment clearance

The board's approval of land acquisition and compensation did not immediately clear every regulatory hurdle for Prabandh Nagar. In August 2024, reporting on a state-level review flagged that the scheme's environmental clearance had again been withheld: the 2077-acre Prabandh Nagar Scheme at IIM Road faced a setback as the Environment Department did not give clearance, and the state-level committee directed LDA to resolve the complaints raised by the Environment Department and to present the proposal in the next meeting. This means the board's decision on land acquisition and compensation rates should be read as a planning and funding-mechanism approval, not as final environmental or statutory clearance for construction.

Practical effect for farmers, landowners and investors
