Acquisition Model: Consent and Land Pooling

LDA has pursued Prabandh Nagar through negotiated, consent-based land acquisition rather than a straightforward compulsory-acquisition award. In 2021 the LDA Vice-Chairman directed officials that, "to speed up the Prabandh Nagar Yojna, the VC has asked officials to begin the process of land acquisition by land pooling and giving out compensations."

By mid-2024, when the scheme was folded into a wider four-project land-acquisition drive, reporting indicated the model remained negotiation-led: discussions with farmers were ongoing to address concerns related to land acquisition even after the scheme received formal approval.

Compensation Rates

The core, long-running dispute in Prabandh Nagar has been over the compensation rate per unit of land, not the mechanism itself. The project was stuck in land acquisition for the past 10 years because farmers were not ready to give away their land, demanding four times the compensation LDA was offering.

In September 2019, LDA moved to break the deadlock: the LDA agreed to provide compensation to farmers up to double the circle rate, which would be adjusted by increasing the value of the plots. At the time, this offer was not accepted — the farmers rejected the offer and were not ready to give the land.

Nearly five years later, when LDA revived the scheme, the same rate formula resurfaced. A June 2024 report cited by Lucknow-focused social media said LDA resolved the decades-old issue with farmers on land acquisition and would provide double the cost of circle rate. This claim has not been independently confirmed by an official LDA notification found in current reporting, so it should be treated as a reported development rather than a settled fact.

Villages Covered

Because LDA's jurisdiction covers only Lucknow district, all land for Prabandh Nagar comes from villages within that district — no multi-district breakdown has been reported. Reporting from the scheme's earlier, stalled phase named three specific villages as affected: Allu Nagar Digaria, Ghela and Kakauli villages are affected. As of that report, the affected farmers had not been paid compensation, and were told to approach the court for compensation based on the new rate.

No source found gives a complete, updated village list or an exact village count for the current 2,077–2,100-acre version of the scheme approved in 2024 — LDA has not published one on its official scheme page as of this writing.

Budget Allocated

The current version of the scheme, approved by LDA under chairperson Roshan Jacob in mid-2024, carries a specific cost estimate: with an estimated cost of Rs 4,500 crore, this project represents one of the most significant urban development initiatives undertaken by the LDA.

This budget covers a large land-use mix: the scheme will include 20 lakh sqm for residential plots, 7 lakh sqm for commercial plots, and 14.58 lakh sqm for industrial purposes, plus a mixed land-use area of 7 lakh sqm.

Separately, LDA issued a shared infrastructure tender covering Prabandh Nagar alongside three other new schemes (Wellness City, IT City and Educational City): land acquisition was underway for four new housing schemes — Wellness City, IT City, Educational City and Prabandhnagar — with a ₹225 crore tender issued for comprehensive internal development, including roads.

Disputes and Farmer Negotiations

Prabandh Nagar's history is largely a history of compensation disputes. The compensation row meant LDA could not make progress, and LDA has said that whenever it goes to acquire land, builders get involved with farmers, agitate against the authority and protest in front of the office.

Former Vice-Chairperson Rajiv Agarwal tried to mediate: he conducted many meetings between farmers and LDA officials to settle the conflict. Farmers pushed back hard on the resulting offer — in October 2019, farmers staged a sit-in, and the district administration promised that talks would be held with the LDA Vice President within three days.

By November 2020, three named villages were still without payment, and were directed toward litigation rather than a negotiated settlement, per the compensation dispute described above. A June 2024 social-media report claimed the standoff had been resolved on a double-circle-rate basis, but no independent, on-the-record LDA confirmation of a final settlement was found in current reporting.

Current Stage (as of 2026)

Prabandh Nagar was first floated well over a decade ago. As of April 2022, LDA said it would soon start the roughly 14-year-stuck IIM Road Prabandh Nagar scheme.

The scheme moved from stalled to formally approved in mid-2024: LDA was set to start land acquisition for four new housing schemes — Wellness City, IT City, Educational City and Prabandhnagar — approved by LDA chairperson Roshan Jacob. At that point, discussions with farmers over land-acquisition concerns were still ongoing.

The most recent evidence of active LDA control over Prabandh Nagar land comes from January 2026, when part of the scheme's land was repurposed for Lucknow Metro construction support: nearly 6.5 hectares comprising land currently used as temporary parking under the Prabandhnagar Yojana during the inauguration of the Rashtra Prerna Sthal was earmarked for a temporary casting yard, subject to mutual consent. This confirms LDA already holds and is actively using at least part of the scheme's land as of early 2026, though a complete acquisition-and-compensation status for the full 2,077–2,100-acre footprint has not been published.
