What Happened

The Lucknow Development Authority announced on June 29, 2024, that it has revived the Prabandh Nagar Yojana project on IIM Road after resolving a decades-long farmer compensation dispute by committing to provide compensation at double the circle rate. The project, originally planned in 2011 with a layout modeled after Singapore, had become stuck in courts and legal proceedings over land acquisition disputes.

The Dispute and Resolution

Land acquisition failed to progress due to disputes with farmers over fair market rates. The project had been stuck in land acquisition for 10 years because farmers demanded 4 times the compensation initially offered by LDA; due to this compensation row, LDA could not make progress. In September 2019, LDA had agreed to provide compensation to farmers up to double the circle rate, which would be adjusted by increasing the value of the plots. The June 2024 announcement signals that this offer has now been accepted and the authority is moving forward with implementation.
