What happened
Residents have been staging protests every Sunday for about a month, according to a report dated 1 November 2026. They are demanding completion of outstanding infrastructure and basic facilities. Local coverage on 3 November 2026 said the protests had resumed after an earlier agitation that residents say ran for nearly three months.
Residents allege that the project was handed over before all development work was finished, and that shortcomings remain in electricity, water and parking. Residents say more than 600 families are affected.
The occupation certificate dispute
The central complaint is the occupation certificate. Residents say 18 OC-linked conditions remain unmet. The published reports do not list those conditions, and the OC application, the inspection record and the list of conditions have not been made public.
The OC is the document that confirms a building was completed as approved and is fit for occupation. Under Haryana's real estate rules, buyers can check whether an OC has been issued for their building.
BPTP's most recent recorded response on the OC dates to September 2022. At that time, BPTP's vice-president said the company had submitted the OC papers to the concerned department. The district town planner of that period said the OC for the EWS flats in the society was pending because papers had not been submitted. That statement covered only the EWS flats, not the whole society.
Electricity supply and earlier orders
Residents' claim is that the society has a sanctioned load of 4 MVA but receives about 1 MVA. This claim has not been checked against electricity distribution records.
A complaint was filed with the Haryana Electricity Regulatory Commission in October 2020. It alleged tariff charges above the permitted level, extra deductions from prepaid meters, a single-point connection that also fed properties in Sectors 75 and 76, inadequate electrical infrastructure, and disconnections without explanation.
A Consumer Grievance Redressal Forum order dated 28 November 2021 directed Countrywide Promoters and BPTP to sanction the approved load, build electrical infrastructure and arrange an independent single-point connection. Residents say a 33 kV switching station required by the distribution utility within three years is still pending after more than five years. Local reports from 2026 say a power consumer forum has recently ordered the builder to take the connection shown in the project plan, but the date of that order is not stated in those reports.
Maintenance charges and parking
Residents have also protested maintenance charges. Local reports from 2026 describe protests on 6 September, 11 October, 21 October and 26 October. Residents allege that common area maintenance (CAM) charges were raised without consulting the residents' association and that parking and green area remain short of what was promised.
Earlier, in January 2023, residents protested for 32 days and demanded cancellation of the builder's licence. They cited the lack of an OC, basic facilities, and a maintenance increase of about 44 percent, from ₹1.95 to ₹2.80 per sq ft including GST, as reported at the time.
Residents' association leaders said in October 2026 that the next march would go to the BPTP sales office if their demands were not met. No date for that march has been announced.
The developer and regulatory matters
BPTP Limited is an unlisted public company incorporated in 2003, with its registered office at Parklands, Sector 76, Faridabad. The company's own materials claim more than 24,500 units delivered. These are company claims and have not been independently checked.
The Enforcement Directorate searched BPTP premises across Delhi-NCR on 26 and 27 August 2025 under the Foreign Exchange Management Act. The agency is probing about ₹500 crore of foreign investment from Mauritius-based entities in 2007–08. BPTP said it was cooperating fully. This is an active probe. No finding has been announced, and the matter is not a conviction.
In September 2026, the Haryana government constituted a five-member committee of Faridabad development and municipal officials to inspect BPTP's Greater Faridabad areas, following an intervention by a state minister. The committee's timeline has not been published.
What it means for buyers and investors
For buyers, the OC is the core issue. An OC shows that the building meets its approvals and can be occupied. Residents say they do not have one, and the disputed conditions have not been published. Prospective buyers in the project should ask the developer for the OC status in writing, the approved load and the status of the single-point power connection before deciding.
For investors, the case combines three separate issues: the consumer and power disputes at Park Floors II, the ED's foreign exchange probe, and the state inspection. These matters are at different stages and should not be read as one finding.
Location context
Sector 76 is in the Neharpar zone of Greater Faridabad. The project is near the Faridabad Bypass (NH-148NA). The Sant Surdas station on the Violet Line of the Delhi metro is about 6 km away, and Sector 76 has no direct metro station. The Faridabad New Town railway station is about 8 to 9 km away. The Faridabad–Jewar Expressway and the FNG Expressway are under construction, and the Namo Bharat RRTS corridor through Bata Chowk is at the detailed project report stage and is not operational.
