EPC Contractor Kick-Off Marks Start of Ground Works at IMC Prayagraj
A kick-off meeting held with EPC Contractor on 13th February 2026 formally marks the start of physical work on the Integrated Manufacturing Cluster (IMC) at Saraswati Hi-Tech City, located 25 km south of Prayagraj, spanning 352 acres.

What Happened
The kick-off meeting with EPC contractor RCC Developers was held on 13 February 2026, officially launching construction activities for India's new industrial smart city in Uttar Pradesh.
This formal ceremony followed the issuance of a Letter of Award to M/s RCC Developers Pvt Ltd on 27 October 2025. The contractor is now responsible for the design, construction, testing, commissioning, and operation of trunk infrastructure at the site.
Who Decided and Authority Structure
The project is developed under the Amritsar Kolkata Industrial Corridor (AKIC), with the Eastern Dedicated Freight Corridor (EDFC) serving as the transportation backbone.
AKIC Integrated Manufacturing Cluster Agra-Prayagraj Ltd, the Special Purpose Vehicle (SPV), was incorporated on 30 January 2025. The Shareholder Agreement between UPSIDA and NICDIT IMC Prayagraj, and the State Support Agreement between the Government of Uttar Pradesh, UPSIDA and NICDIT for IMC Prayagraj were both executed on 8 November 2024.
The State Environment Impact Assessment Authority (SEIAA), Uttar Pradesh granted Environmental Clearance on 10 March 2025.
Land and Investment Details
The cluster is located 25 km south of Prayagraj and spans 352 acres. However, the actual transferred area differs slightly: 351.43 acres have been transferred to the Project SPV by the State Government, comprising 231 acres of greenfield land and 120 acres in Saraswati Hi-Tech City.
Matching equity amounting to Rs. 323.09 Crore has been released by NICDIT to the SPV. The investment potential stands at ₹1,600 crore.
Four industrial plots admeasuring 42 acres have already been allotted to investors.
Ongoing Site Works
Site establishment, clearing & grubbing, design & drawings, and site survey work are in progress as of the latest NICDC status update dated 31 May 2026.
These foundational activities are critical precursors to commencing major construction. The site survey work will establish accurate ground conditions, while clearing and grubbing will prepare the terrain for infrastructure development.
Industrial Focus and Connectivity
The cluster is designed to focus on industries such as e-mobility, food processing, leather, garments, cycle manufacturing, and packaging.
The site boasts prime connectivity to NH-35, NH-30, rail/EDFC, airports, and waterways, with proximity to Prayagraj Airport (24 km) and the New Karchana EDFC Station (7 km), providing strategic advantage for industrial growth and logistics.
What Comes Next
Following the completion of site survey and clearing activities, work will progress to detailed design finalization and infrastructure construction. The trunk infrastructure—comprising roads, utilities (power, water, sewage), and telecommunications—must be completed before industrial plots are fully developed and handed over to allottees.
The PMNC (Programme Manager for New Cities) tender was floated on 9 May 2026 with a bid due date of 3 June 2026, indicating parallel procurement for project management services.
The project is part of the Cabinet Committee on Economic Affairs approval for development of trunk infrastructure components for IMC Agra & Prayagraj under the Amritsar Kolkata Industrial Corridor, reflecting its status as a government priority.
